The Social Entrepreneurship Index online: method and ten country notes

The Social Entrepreneurship Index (SEI) now has its own website, seindex.org. By mid-November 2021 it set out the method of the index and the first notes on countries of South-East Europe.
The SEI asks whether a country’s environment makes it easier or harder to start, run and grow an enterprise whose primary aim is social or environmental. It measures conditions, not the size of the sector. The framework has five dimensions, political, economic, legal, institutional and financial, with 20 sub-dimensions and 65 indicators. The index was designed in Stefan Chichevaliev’s doctoral research on the conditions for social entrepreneurship in North Macedonia and first applied to the country, with survey data, in 2020.
The site has a page for each dimension and country notes for ten countries:
- Albania
- Bosnia and Herzegovina
- Bulgaria
- Croatia
- Kosovo*
- Montenegro
- North Macedonia
- Romania
- Serbia
- Turkey
The country and dimension pages were last updated between October 2021 and March 2022. The index was also the first topic of the Observatory’s Global Entrepreneurship Week panel on 12 November 2021.
* This designation is without prejudice to positions on status, and is in line with UNSCR 1244/1999 and the ICJ Opinion on the Kosovo declaration of independence.
