SEI 2026: the provisional edition of the Social Entrepreneurship Index is out

The Social Entrepreneurship Index 2026 (SEI 2026), developed by the Social Entrepreneurship Observatory with SENIC, is published as a provisional edition at seindex.org.
What is in version 0.9. The provisional SEI Diamond for 45 countries across the EU, the Western Balkans, the Eastern Partnership and EFTA, scored on the 40 indicators that public data and policy documents can fill for every country, with composite and dimension ranks. The edition describes the policy framework at the end of 2025 and uses statistics up to 2024 or 2025.
- A policy and legal framework layer at end-2025: laws, strategies, programmes and procurement rules coded against one rubric, each code with its public sources.
- The Diamond recomputed for every year from 2015 to 2024 on fixed goalposts.
- A weighting switch and sensitivity tests.
- One-page country profiles, share links and an embeddable widget.
- An open dataset (CSV and JSON, as a Frictionless data package) and a methodology note. The SEI’s own scores and codes are published under a Creative Commons Attribution 4.0 licence.
- The explorer in English, Spanish, French, Italian, Macedonian, Albanian and Serbian (Latin).
Two releases in two days. Version 0.9.1, on 3 November 2026, was the first public provisional edition. Version 0.9.2, on 4 November, documents every EU policy code with public documents, so that none rests on non-public country reports alone, and corrects five codes where the public record contradicted the earlier coding.
What comes next. Version 1.0 adds the survey indicators for the first pilot countries and is planned to launch at SECon 2027.
